A real estate developer planned to redevelop a former glass manufacturing facility in Windham County, Connecticut into a big-box retail shopping center. The developer engaged EWMA to conduct remedial services under a SECUR-IT® Guaranteed Fixed-Price Cleanup contract to lock in remediation costs.
The manufacturing operated from the 1940s through and up to 2004 at which time the facility was closed. Investigation indicated that the site would be subject to the Connecticut Department of Environmental Protection (CTDEP) Transfer Act and EWMA prepared and submitted a Form III and Environmental Condition Assessment Form (ECAF) to CTDEP for review.
Site characterization activities performed by EWMA identified approximately 30 primary areas of concern (AOCs), which included soil, groundwater, sediment, wetlands, and impacts from septic sludge disposal. EWMA’s remedial activities conducted at the property consisted of the excavation and offsite disposal of approximately 30,000 tons of impacted soils from AOCs across the site, pond dewatering, sludge removal, stabilization and disposal, groundwater monitoring, surface water and sediment sampling, and the performance of a ecological risk-based impact assessment.
Regulatory approvals were issued that allowed for the successful redevelopment of the property into a revenue-generating retail center and full acceptance of site cleanup activities by the tenant, a national retail chain.
