Don Smith is an expert Hydrogeologist with over 25 years of experience with a wide variety of hydrogeologic, water resource, environmental, and geo-engineering investigations.  His skills include developing strategic plans, managing and directing projects, managing large databases, solving problems, negotiating with regulatory agencies, advising legal counsel, preparing technical reports and work plans, communicating technical information to a variety of audiences, and following projects through to completion.  Mr. Smith has directed and conducted many water resource and supply evaluations, and has also performed and managed numerous pollution-related hydrologic investigations.

Experience Highlights

Project Director for environmental investigations at a former industrial site being developed into upscale residential townhouses.  Prepared the Remedial Investigation Reports, and Remedial Action Workplans to remediate groundwater impacted by MTBE.  Managed the community outreach along with the successful remediation.

Managed environmental investigations at a large Brownfields site which included the development of an NJDEP approved cleanup program.  Prepared detailed contract documents and supervised the installation an extensive multi-phase extraction system which consists of over 75 wells to simultaneously remove organic vapors, impacted groundwater, and free product in the vicinity of numerous former underground storage tanks then managed the long-term operation, sampling, and maintenance of the remedial system.

Managed the design, drilling, installation, and testing of a large diameter well (36-inches) within 100 feet of refuse at an active municipal landfill in northern New Jersey.  The program was conducted to evaluate the feasibility of pumping leachate from the center of the landfill to prevent uncontrolled off-site migration.  Based on the data, a conceptual leachate pumping system was developed.  This alternative has been accepted as a viable option for leachate management by the NJDEP and NYSDEC.

Managed a project involving the installation of an extensive, automatic water level monitoring network in the immediate vicinity of a large complex that was severely damaged by extreme flooding associated with Tropical Storm Floyd.  The resulting groundwater and river level database was used to evaluate the degree of hydraulic interconnection between the river and hydrogeologic units of concern and to investigate the possibility of hydraulic uplift on the building slabs due to excessive head following significant precipitation events.
